Blue cards for non-state school directors and authorised people

Directors of non-state school governing bodies and authorised people must have a blue card or exemption card before they start their role.

Under the blue card system, these people are treated as carrying on a regulated business. They must meet the relevant blue card obligations.

They are in the regulated business category.

Blue Card Services must tell the Non-State Schools Accreditation Board about the outcome of applications and some changes to a person’s card status.

When a blue card is needed

You will need a blue card or exemption card if you are:

  • a director of the governing body of an accredited non-state school

No Card, No Start

You must hold a valid blue card or exemption card before you start work in your role.

It is an offence to start the role without the required card.

The maximum penalty is 500 penalty units or 5 years imprisonment.

Blue card requirements for directors

If you are a Queensland registered teacher or sworn police officer, you should apply for an exemption card.

All other directors should apply for a blue card.

When applying online, select:

Director of a corporation which is the governing body for an accredited or proposed non-state school category.

If you do not receive payment for your role, or you only receive money for out-of-pocket expenses, you may be eligible for fee waiver.

If you already have a card

If you already hold a blue card or exemption card with another organisation, you must tell Blue Card Services when you start as a director.

Use the approved form to notify Blue Card Services.

You may receive a penalty if you do not meet this requirement.

Governing body responsibilities

The governing body must make sure all directors:

  • hold a valid blue card or exemption card
  • have told Blue Card Services of their appointment.

Directors can apply online for a blue card or exemption card.

Completing a paper form

Complete every section of the form.

For Type of child related activity, select:

Director of a corporation which is the governing body for an accredited or proposed non-state school.

For Name of school, enter the name of the governing body.

If the governing body has only 1 school, you can also enter the school’s name.

Fee waiver

You may be eligible for a fee waiver if you do not receive payment for your role or only receive money for out-of-pocket expenses.

For a paper application, include the Statutory declaration—fee waive.

If you apply online can make the declaration as part of the online application.
