Blue cards for care of children under the Child Protection Act 1999

You need a blue card if you:

  • provide care for a child as an approved carer
  • are an adult who lives with an approved carer
  • work in a licensed residential facility
  • directly manage a licensed care service
  • perform a risk-assessed role for a licensed care service
  • operate a licensed care service.

This category applies to care arrangements under the Child Protection Act 1999.

A risk-assessed role is defined in section 123A of the Child Protection Act 1999.

Employees and volunteers

Approved carers

You need a blue card if you provide care to a child as an approved carer.

You need a blue card if you:

  • are an approved carer providing care to a child under the Child Protection Act 1999
  • become an approved carer under a Child Safety arrangement.

You do not need a blue card if you:

  • are a provisionally approved carer.

Adult household members

If an approved carer provides care to a child, each adult who lives in the household must hold a blue card.

You need blue card if you:

  • are an adult who lives in the household
  • are the partner of an approved carer and live in the household.

You do not need a blue card if you:

  • are under 18
  • only visit the household.
