Blue cards for entertainment, beauty and photography
You need a blue card if you:
- provide entertainment or party services mainly for children
- provide beauty services as part of a children’s beauty or talent program
- provide photography services mainly directed towards children.
This includes workers, volunteers, business owners and operators.

Entertainment and party services
You need a blue card if you:
- entertain children at parties
- work as a costumed character at children's events or at an amusement park
- perform magic at children's parties
- make balloon art for children
- perform at children's festivals or community events
- run activities for children at resorts or tourist sites.
You do not need a blue card if you only:
- provide food or drinks
- provide lighting, sound or equipment.
Beauty and talent programs
You need a blue card if you:
- do makeup at children's beauty pageants
- do hair at children's beauty pageants
- judge children's talent competitions
- run children's modelling competitions
- provide backstage support at children's beauty or talent programs.
You do not need a blue card if you only:
- do makeup in a public salon
- do hair in a public salon.
Photography
You need a blue card if you:
- take newborn photos
- mainly take photos of children
- take photos at children's performances, competitions or pageants
- take promotional photos of children in organised programs.
You do not need a blue card if you:
- take wedding photos
- do not mainly take photos of children.
Business owners and operators
You need a blue card if your work or business:
- provides services mainly for children
- run activities mainly involving children.
Entertainment and party businesses
You need a blue card if your business provides:
- children's party entertainment
- costumed character services for children
- entertainment at children's events.
Beauty and talent businesses
You need a blue card if your business runs:
- children's beauty pageants
- children's talent programs
- children's modelling competitions
- children’s performance competitions.
Photography business
You need a blue card if your business:
- provides newborn photography
- mainly provides photography services for children.
You do not need a blue card if your business only:
- provides food or drinks
- provides catering equipment
- provides wedding photography
- provides lighting, sound or equipment.
