Willows Stadium asset repurposing Expression of Interest

The Willows Sports Field in Townsville was predominantly used as the home ground of the North Queensland Cowboys NRL club until the last game was played there in August 2019. On 25 January 2022, the Queensland Government announced that they would be building a multi-purpose police facility on the site of the Willows Sports Field.

Stadiums Queensland and the Department of Tourism, Innovation and Sport are repurposing any applicable assets to not-for-profit sporting and active recreation clubs in the Townsville Local Government Area.

The Expression of Interest program will have a two-phased approach. Items available include:

  • Loose and portable assets such as furniture and fittings (Phase A).
  • Minor chattels such as commercial kitchen fixtures (Phase A).
  • Larger assets, such as modular buildings/small amenity blocks, seating fixtures and cool/freezer rooms for the Townsville Local Government Area (Phase B).

Residual items may be made available to broader Queensland eligible applicants.

The repurposing of assets from the Willow Sports Complex is set to achieve legacy outcomes for local sport and recreation organisations in the Townsville region.

Who can apply?

Both Phase A and Phase B Expression of Interest will be undertaken an opt-in and first-in-first-served approach for not-for-profit sporting and active recreation clubs (and Townsville City Council) in the Townsville Local Government Area. Residual items may be made available to broader Queensland eligible applicants.

Organisations eligible to apply must be incorporated not-for-profit local or regional sport or active recreation organisations, or local government that deliver or coordinate activity/ies and be:

  • incorporated under the:
    • Associations Incorporation Act 1981 (Queensland)
    • Corporations Act 2001 (Commonwealth)
    • Co-operatives National Law Act 2020
    • Corporations (Aboriginal & Torres Strait) Act 2006 (Commonwealth).
  • be registered with an Australian Business Number (ABN); and
  • within the Townsville local government area
  • Application submission ranking (first in for asset)
  • Execution of Stadiums Queensland transfer of ownership legal agreement prior to collection of asset/s
  • Ability to remove asset from location within the designated collection period, or asset will be offered to the next eligible organisation that expressed interest

Who cannot apply?

Not eligible to apply are:

  • individuals
  • for-profit groups, including trustees and sole traders
  • unincorporated organisations
  • organisations that have gaming machine licences
  • state or national sport and recreation bodies
  • not-for-profit organisations that do not have an objective or deliver minimum level of sport and/or active recreation activity
  • schools
  • Parents and Citizens Associations
  • religious groups (where the objects are not primarily to deliver or coordinate sport or recreation activity)
  • political organisations (where the objects are not primarily to deliver or coordinate sport or recreation activity)
  • state or federal government departments
  • TAFE colleges and Universities.

How to apply

To apply for repurpose assets under the EOI process, the organisation must be registered in the Sport and Recreation Grant Registration Portal (GRP).

Phase A

  • A catalogue of items for Phase A was available between 16 May and 30 May 2022.
  • Phase A applications have now closed.
  • Applications for Phase A were submitted through the Enquire Portal and are being assessed for allocation and distribution.

Phase B

  • Assets in Phase B will include larger assets such as modular buildings/small amenity blocks, seating fixtures and cool/freezer room
  • Registration for Phase B Expression of Interest was available between 16 May and 30 May 2022.
  • Registration for Phase B has now closed.
  • Organisations that have registered for Phase B will be advised when the Expression of Interest is scheduled to open for application.
