You can't apply online.

Current interstate or New Zealand licence holders can fill out the Application for mutual recognition of occupational licence form (Form 1) to apply to transfer their licence to a Queensland licence.

This is a requirement of the Mutual Recognition (Queensland) Act 1992 and the Trans-Tasman Mutual Recognition (Queensland) Act 2003.
