Blue cards for Parents and Citizens associations

Parents and Citizens (P&C) associations work in partnership with their school principal to promote the interests of the school and facilitate its development to achieve the best possible outcomes for students.

Members of the P&C are captured under either:

Whether a blue card is needed depends on:

  • the type of role—Executive Member or Ordinary Member
  • the services for which the P&C is responsible
  • whether the P&C is responsible for the provision of an outside school hours care (OSHC)
  • if the person intending to take on a role has a child attending the school
  • if the role within is a paid or a volunteer position
  • if the person intending to take on a role is a registered teacher.

If you do require a blue or exemption card, you will need to have your card before you join the P&C.

When you don’t need a blue card

If you are an Executive Member of the P&C—and it doesn’t have responsibility for OSHC—you don’t need a blue card if you are a:

  • volunteer parent of a child attending the school
  • registered/approved teacher.

If you are an Ordinary Member of the P&C you don’t need a blue card if you are a:

  • volunteer parent of a child attending the school
  • registered/approved teacher.

When you do need a blue card

If you are an Executive Member of the P&C you do need a blue card if you are a:

Executive members are also responsible for ensuring the organisation complies with blue card obligations.

If you are an Ordinary Member of the P&C you do need a blue card if you are a:
