Creating and strengthening your Queensland Digital Identity

When signing up for your Queensland Digital Identity you will be guided through the signup process. This lets us confirm you are who you say you are, using your personal documents.

You will need to complete all of the steps to successfully create and strengthen your Queensland Digital Identity (QDI).

We recommend you complete the QDI signup process in a single session if possible, to comply with best practice around security.

If you leave the process before finishing it, you can return later. Your progress will be saved, and you will return to the next relevant step in the process. When you return, select Login, and use the email address and password from Step 1.

Is a QDI mandatory?

If you wish to use a Queensland Government online service, the QDI is one of the login options available. If you do not wish to use an online service, you will need to contact the agency to discuss how they can assist.

Steps to create and strengthen your QDI

Step 1: Go to the service or application you are wanting to access

Step 2: Select QDI as your login option

Step 3: Provide your email address and create a password

The email address must be an account that you have access to and is unique–it can't be  used for another QDI. If you share an email address with someone, you will need to use a separate email address.

Create a password that must be at least 8 characters in length, and contain 3 of the following:

• lower-case letter (a–z)
• upper-case letter (A–Z)
• number (0-9)
• special character (!@#$%^&*).

Step 4: Read and accept the terms and conditions, and privacy notice

These will tell you how we will collect your information, and what it will be used for. You can read them online by visiting the QDI Terms and Conditions and Privacy Notice.

Step 5: Verify your email address

We will send a code to the email address you provided in Step 1. You will need to enter the code to continue. The code will expire after 3 minutes but you can request another code if it expires.

If you do not receive the email, check your Junk or Spam folders first, or request another validation code email to be sent through the Resend the validation email link on the screen.

Step 6: Set up multi-factor authentication

Multi-factor authentication (MFA) is required for your Queensland Digital Identity as an extra layer of protection.

MFA means that each time you use your Queensland Digital Identity email address and password to log in, we will check that it is really you

To set up MFA, you can select either:

• Authenticator app (such as Google Authenticator) – you will be provided with a code to enter in your authenticator app. The app which will then provide you with a code to be entered in the QDI screen
• SMS - enter your mobile phone number. You will be sent a code via SMS to enter into the QDI screen. Only Australian mobile numbers can be used.

Once your MFA method is set up, you will need to use that method each time you log in to your QDI.

Contact us if you wish to change to a different method, or reset your MFA.

Step 7: Verify your identity

Depending on the service you are accessing, you may need to provide one or two documents to verify your identity. For certain services, no documents are needed.

To do this, you will need to provide some details from your personal documents (credentials). If the names on your documents don't match, you will need to provide evidence of your name change in Step 5.

The information must be entered exactly as it appears on each document. If the information is not entered correctly the verification will fail. You have up to 5 attempts to enter the information correctly otherwise you will need to close the browser and login to try again.

You need to provide one document from the first credential group, and one document from the second credential group from the Acceptable documents that can be digitally verified.

We appreciate that multiple verification steps take time to complete, however the additional security is vital to keep your personal information safe and secure, which is a top priority.

You only need to verify your identity once. After your identity has been verified for your QDI, you will not need to complete the process again.

Acceptable documents that can be digitally verified

The below table shows the documents that can be digitally verified online when setting up your QDI.

If you have an Adult Proof-of-Age card which has not expired, you will still be able to sign up for a QDI, using the details from your Adult Proof-of-Age card.

Manual verification

If you do not have any acceptable documents that can be digitally verified, we may be able to manually verify your identity over the phone or in person.

Steps to manually verify your identity:

1. Complete the QDI set-up process as far as possible, including the first credential if you have one.
2. Check the Acceptable documents that can be manually verified below. You will need one document from each list, and a name change document if the names on your two credentials do not match
3. Contact us or visit an eligible customer service centre – bring your documents with you, or have them ready over the phone

The below table shows documents that may be manually verified in person or over the phone to set up your QDI.

Please note: One of the credential documents that you are using must show your date of birth.

The information you provide while verifying your identity will be kept safe and secure, and protected by best practice security measures. We only retain the minimum information needed by us in order to establish your QDI and keep it secure.

Provide evidence of your name change, if required

This step is if you have changed your name and the names on your documents don't match.

If you changed your name,  enter details from your Australian marriage or change of name certificate.

You will need to contact us to continue if you changed your name by any other method.

Step 8: Confirm your legal name

You may confirm your legal name by selecting it from a list (based on the documents provided in Step 5).

If the service you’re accessing only required 1 document and your legal name is not on the list, you can add a new document that has your legal name. If the names on your new document do not match the name on your existing documents, you will be asked for a name change document.

Setting up your passkey

While setting up a QDI, you may be asked if you want to set up a Passkey. A Passkey is a method used to authenticate you, as an alternative to a password or PIN. It is a highly secure method of signing in to a service or site, using your face scan or fingerprint touch, as you would to sign in to the device itself. The Passkey can be stored on your phone or on a separate device or drive.

You can create a QDI with or without using Passkey.
