Restricted driver authorisation

The Transport Operations (Passenger Transport) Act 1994 requires all drivers of community and courtesy services to be appropriately authorised—unless specifically exempted.

Community and courtesy operators can either:

  • use drivers who hold a driver authorisation issued by the department
  • issue restricted driver authorisation themselves—if the driver meets certain conditions.

Applying for restricted driver authorisation (drivers)

To be issued restricted driver authorisation by an operator, you must:

  • hold a current open Australian driver licence, an equivalent overseas driver licence, or a restricted (work) driver licence
  • have held a driver licence (open or provisional) continuously for at least 3 years—experience can be Australian or overseas
  • have an entitlement to work in Australia
  • not knowingly suffer from any medical condition that may affect your driving
  • be of suitable character—the department carries out criminal and traffic history checks to determine your suitability to hold restricted driver authorisation.

Issuing restricted driver authorisation (operators)

You can only issue restricted driver authorisation if you are an accredited operator providing a community or courtesy transport service.

Restricted driver authorisation can only be issued to a driver if:

  • the applicant has completed a restricted driver authorisation notification (F3880) (PDF, 117KB)
  • the applicant holds a current open Australian driver licence, an equivalent overseas driver licence, or a restricted (work) driver licence
  • the applicant has held a driver licence (open or provisional) continuously for at least 3 years—experience can be Australian or overseas
  • the applicant has an entitlement to work in Australia
  • the applicant has not declared any health, criminal history or driving history issues
  • you have received a statement from the department advising the applicant is eligible to hold restricted driver authorisation
  • you believe the information provided by the applicant is true.
