Apply for a blue card from overseas

If you live outside Australia and need a blue card, you must complete 3 steps.

Step 1: Get a CRN and record your photo

You need a Customer Reference Number (CRN) and a current photo recorded with the Department of Transport and Main Roads (TMR).

Step 2: Register for a Blue Card Services online account

Use your CRN to register for a Blue Card Services online account.

If you’re a volunteer or student, give your online account number and date of birth to the organisation.

They must create a link to allow you to complete your application for free.

Step 3: Apply for your blue card

After you have registered for your online account, you can apply for your blue card online.

You must have completed the other 2 steps before you can apply.

You need a CRN and a current photo from TMR before you can apply.

If you do not have a CRN or photo

Complete the Customer/Photo and Signature Remote Application (for agency card) F3542 form.

If you have a CRN but need a current photo

You must update your photo with TMR if your current photo is more than 6 years and 11 months old.

Complete the Existing Customer/Digital Photo and Signature Remote Application (for agency card) F5399 form.

If you have a current CRN and photo

You do not need to complete a TMR application form.

You can go straight to step 2 - apply for your blue card.

You must provide documents that confirm your identity.

Before you complete your application, check TMR’s evidence of identity requirements.

If your documents are not in English, you may need to provide a translated copy.

If your name has changed

If the name on your identity documents is different from your current name, you may also need to provide a change of name document.

Examples include:

  • a marriage certificate
  • change of name certificate
  • other legal documents.

Have your documents witnessed

If you live overseas, an authorised person in your country can usually witness your documents.

This may include:

  • a police officer
  • a medical practitioner
  • a consular or ambassadorial officer
  • a solicitor, barrister or judge
  • a Justice of the Peace or Commissioner for Declarations
  • a notary public
  • another person authorised by law to witness declarations.

Using an Australian embassy or consulate

Some Australian embassies, high commissions and consulates cannot complete Queensland forms exactly as written.

TMR may accept other certification from these offices.

This includes:

  • certification that your photo is "A true likeness of [your name]"
  • an official identity certification instead of completing the witness section of a TMR form.

You must provide proof of your current home address.

Examples include:

  • a utility bill
  • a lease or tenancy agreement
  • government correspondence
  • a driver licence showing your address
  • another official document showing your current address.

If your address document cannot be certified

Some Australian embassies and consulates only certify identity and photographs.

If this happens, TMR may still accept your overseas home address document if you meet the other identity requirements.

Once TMR has issued your CRN and recorded your photo, you can register for a Blue Card Services online account.

Before you apply, check that your:

  • email address
  • mobile number
  • date of birth

match your TMR record.

Register for an online account

After you register for an online account, you can apply for your blue card online.

Receiving your blue card

If you live overseas, you must provide an Australian postal address for your blue card.

This can be different to your home address.

You may be able to use the address of your:

  • employer
  • host organisation
  • education provider
  • placement provider.

If you are not sure which address to use, email us before you apply.

Apply as early as possible to allow enough time for processing if you are travelling to Queensland for:

  • work
  • volunteering
  • study
  • a placement.
