Apply for an exemption and wait for its outcome
Exemptions are granted to very few people considered to have an extreme exceptional circumstance. Most people will not be granted an exemption.
Do not attempt to act against public health directions before applying for an exemption and receiving an outcome.
In limited circumstances, a person may be granted an exemption from a requirement under a public health direction.

Apply for an exemption online
Queensland Health receives a high volume of exemption requests. Time sensitive requests are prioritised.
Before you apply for an exemption:
- read all of the available exemption information
- prepare relevant documentation and evidence to support your application.
We may contact you if you have not provided enough supporting information. This may affect how quickly your application can be assessed.
- Go to the COVID-19 Services Portal
- If you are a first-time user, you need to create an account:
- click Sign up and follow the process to set up an account.
- A temporary password will be sent to the email address you use to set up the account or, if you do not have an email address, it will be sent to the mobile phone number you provided.
- Log in to your COVID-19 Services Portal account using the temporary password provided. You will be prompted to set up a new password for your account.
- Select Apply for an Exemption
- Complete the exemption application by doing the following:
- confirm you are applying for an exemption
- provide contact details
- provide details about the type of exemption you are seeking
- provide details about the reason you are applying for the exemption
- attach a copy of additional information and any supporting documentation.
All files must be in a PDF or image format and all fields must be completed. Incomplete information may result in your application being rejected.
- Submit your exemption application.
- Your application will be assessed, taking into consideration your individual circumstances and other mitigating factors such as the potential risk to public health. Do not finalise any travel arrangements that rely on exemptions as they may not be granted.
- We will let you know the outcome of your exemption request.
