Honouring our Veterans Grants Program

The Queensland Government has committed $6 million over four rounds through the Honouring our Veterans Grants Program to fund capital works projects, such as new infrastructure, building upgrades and memorial refurbishments, as well as community projects, such as commemorative activities and initiatives that educate and raise awareness about veterans’ contributions.

Eligibility

Organisations eligible for funding:

  • an organisation incorporated under the Associations Incorporation Act 1981 (Qld) or equivalent legislation
  • a company incorporated under the Corporations Act 2001 (Cth)
  • a registered charity or not-for-profit organisation registered with Australian Charities and Not-for-profits Commission (ACNC)
  • school parent associations
  • independent and Catholic schools
  • registered past student associations representing past students of a recognised educational institution (including both independent, Catholic and state schools, universities, and other educational bodies)
  • local authorities.

In addition, Applicants must:

  • have a valid Australian Business Number (ABN)
  • be based in Australia, provided the project is located and delivered in Queensland
  • have appropriate public liability insurance cover (at least $20 million)
  • demonstrate financial solvency with supporting evidence satisfactory to the Department of the Premier and Cabinet
  • have met acquittal conditions for previous Queensland Government grant funding (if applicable)

If your organisation is not incorporated or does not have an ABN, you can consider partnering with another organisation that meets these eligibility criteria and will accept legal and financial responsibility for the grant. This is known as an auspice arrangement.

While the Auspice Organisation must formally agree to support your application before it is submitted, your organisation will still be responsible for preparing and submitting the application, as well as delivering the project.

Applications

Applicants may submit multiple applications for each stream of the Honouring Our Veterans Grants Program, provided that each application relates to a distinct and separate project.

Projects that receive funding under any stream of the Honouring Our Veterans Grants Program will not be eligible for additional funding for the same project or for subsequent stages of the same project in future funding rounds of any stream of the Program.

Successful applicants from any round of the Honouring Our Veterans Grants Program are eligible to apply for funding in future rounds, provided the proposed projects are distinct and unrelated to any previously funded projects under the Program.

Incomplete applications will not be considered for assessment.

If you do not have the required supporting documents, we encourage you to consider applying in future rounds of the program. Examples of required documents include:

  • Proof of incorporation or ABN registration
  • Heritage approvals or evidence of application (this does not include a blank form)
  • Official quotes for expenditure:
    • over $500 for Community and Minor Capital Works Grants
    • over $1000 for Major Capital Works Grants
  • Project plan, budget and/or financial details
  • Letters of support for auspice agreements

With the exception of an auspice arrangement, the applicant must be the organisation that:
(a) meets the eligibility criteria to apply, and
(b) assumes financial and legal responsibility for delivering the project.

If an auspice arrangement is in place, the applicant should be the organisation responsible for completing the project.

Note: Auspice arrangements are not available for Major Capital Works Grants.

Veterans Queensland cannot provide individual support or assistance to applicants with the exception of providing general information and advice.

SmartyGrants is an online grants administration software platform that provides a centralised grant application and management system.

SmartyGrants is used by several Queensland Government departments to manage grant applications.

You will receive an automatic confirmation email from SmartyGrants, which will include a PDF copy of your submitted application.

All applications (including supporting documentation) must be submitted via SmartyGrants by 11.59pm (AEST) on Friday, 4 September 2026.

If you have questions or need to make changes to a submitted application before the closing date, please email Veterans Queensland at honouringourveterans@premiers.qld.gov.au quoting your application identification number, e.g. HOVCOM26-xxx.

To maintain fairness, changes to applications cannot be made after the closing date.

No. All applications must be submitted online via SmartyGrants. Applications that are posted or emailed will not be considered for funding. Links to the application forms on SmartyGrants are available at www.qld.gov.au/honouringourveterans.

Major Capital Works

up to $250,000 (excl GST)

Minor Capital Works

Successful applicants may not receive the full amount of funding requested in their application. The assessment process may result in partial funding being offered. Applicants should plan their project budgets accordingly and consider how they would manage their project if only awarded partial funding.

In the application you will be asked to indicate if the project will still go ahead if you are offered less that the full amount of funding you have applied for. The number and value of grants awarded in any round is at the discretion of the Queensland Government.

If your details are up to date, you can find your GST registration status on the Australian Business Register website by using the ABN Lookup tool.

For further guidance, seek advice from your financial advisor.

All applicants are required to enter GST exclusive amounts in the grant application.

Please refer to the program guidelines for further information on GST.

If your invoice does not explicitly show the GST amount, you can calculate the GST exclusive amount by dividing the amount by 1.1. For example, if the invoice is $200.00 including GST, the GST exclusive amount is calculated by $200.00 ÷ 1.1 = $181.82. Otherwise you can contact the provider of the invoice to check the amount of GST included in their invoice.

Yes. It is mandatory to provide formal quotes for expenditure with your application:

  • over $500 for Community and Minor Capital Works Grants
  • over $1000 for Major Capital Works Grants

For retail purchases (e.g. Bunnings), screenshots showing the items and their prices are acceptable.

No, funding will not be approved for expenditure items that have been funded by external sources, or items that have been ordered or purchased before the date of the Letter of Agreement you will be required to enter into with the Queensland Government. This includes events, purchases, orders, or the installation of assets and supplies. Expenses incurred prior to the date of the Letter of Agreement are not eligible for funding.

Ownership

Applicants must provide proof of property ownership or, if they are not the owner, written consent or approval to carry out the proposed works and use the property (for at least five years for Major Capital Works and two years for Minor Capital Works) after the project is finished.

All documents must be dated within the last six months, on the property owner’s letterhead, where applicable, and signed.

Project and activity information

Under this program, military heritage objects:

  • must not commemorate an individual only
  • must be related to active service (rather than training, or experience on the home front)
  • should either contribute to enhancing their preservation or be part of a project that shares their historical significance with the broader community.

Yes, if your proposed project or activity involves changing or restoring an existing memorial or other commemorative artefact(s), you are responsible for ensuring that all State/local heritage and native title requirements are met. Assessment process

Eligible applications will be submitted to an independent grants assessment panel for evaluation. The grants assessment panel will review each application against the criteria and requirements outlined in the program guidelines. The grants assessment panel’s recommendations will be submitted to the Director-General, Department of the Premier and Cabinet, for approval. All decisions and recommendations are final, and there is no process of appeal.

Weighted scoring prioritises key components of the assessment criteria. Applicants should review the weighting in the program guidelines carefully and ensure all criteria are thoroughly addressed and demonstrated.

You will be notified of the outcome of your application at the end of the selection and approval process.

To be fair and equitable, it is not possible to provide information about the status of individual applications during the assessment process.

All decisions and recommendations are final, and there is no process of appeal. Once you have been notified of the outcome of your application, you may request feedback on your application by emailing honouringourveterans@premiers.qld.gov.au.
