Expression of interest for landholders to become an environmental offset provider

An expression of interest is a method for landholders to easily nominate their land for potential use as an environmental offset, without the need for environmental assessment.

  • environmental consultant and habitat assessment not required

  • short timeframe and simple process
  • no legal binding upon completion of registration

View List of Potential Offset Sites (EOIs)

Information provided as part of the EOI will appear on a public List of Potential Offset Sites (List). The Queensland Government and other interested parties will use the List to identify, fund and deliver environmental offsets, and invite landholders to participate in future offset tender processes.

The published List includes the nominated property’s local government area, the size of the area available for offset projects, and the environmental values that may occur on the site and have the potential to be restored on the property.

Other information provided in the EOI form including personal contact details will not be made publicly available.

The published List will help to connect landholders with those needing to deliver an offset, reduce delays in delivering environmental offsets and increase the supply of land available for offset delivery.

The more information you provide, the easier it is for the Queensland Government to match you to an environmental offset opportunity.

If you are unsure of the environmental values that could be on your property, please use the free Environmental reports online service. The reports provide information on specific environmental values by location and are emailed to your nominated email address.

How will the Queensland Government use this information?

The Queensland Government may contact EOI submitters to ask if they are interested in offering their land as an offset site. Landholders who have land that contains priority environmental values for offsets may be approached by the Queensland Government to discuss advanced offset opportunities.

Landholders who submit an EOI form are under no obligation to proceed with an offset agreement or advanced offset.

We are collecting your personal information to register you on a database of interested persons so the department can contact you:

  • about delivering environmental offsets, including advanced offsets registration for priority environmental values (which change over time depending on what environmental values are being impacted)
  • to provide you with information about interested parties or local governments who have contacted the department with enquiries about your listed potential environmental offset site
  • to ask for feedback on the effectiveness of this expression of interest process and other elements of Queensland's environmental offset framework.

The following details you provide will be made publicly available via the List:

  • local government area in which the potential environmental site is located
  • the approximate size of the potential environmental offset site
  • the environmental values present or potentially present.

In the event that interested parties contact the department with an enquiry about your listed site, we will only provide information which is publicly available on the List. We will then notify you and you may choose to engage with the interested party at your own discretion.

Your expression of interest and registration information may be shared with the relevant local government to the extent necessary in order to ensure correct property information and to facilitate contacts from interested parties. All local governments in Queensland are bound to comply with the Information Privacy Act 2009. We will not otherwise disclose your personal information without your consent unless authorised or required by law. You will be able to opt-out from receiving information, or be removed from our contact register, at any time by emailing the Offsets Policy team at offsets@des.qld.gov.au.
