What is a primary producer?

A primary producer can be categorised as a food business that makes, produces or processes any of the following foods:

  • Smallgoods - for example, making salami
  • Meat or meat products - for example, retail butcher, storage and transport of raw meat
  • Eggs - for example, a farm producing or processing eggs
  • Seafood - for example, commercial fishing, wholesale seafood market
  • Dairy - for example, processing milk, cheese, yoghurt, ice cream
  • Seeds or seed sprouts - for example, harvesting alfalfa sprouts

Who regulates primary production?

Safe Food Production Queensland regulates the primary production and processing of meat, eggs, dairy, seafood and horticulture (seed sprouts) in Queensland, Australia.

Safe Food Production Queensland has a range of powers under the Food Production (Safety) Act 2000 that include:

  • developing food safety arrangements
  • accrediting primary production and processing businesses
  • establishing auditing systems
  • registering approved auditors
  • conducting investigations into food safety offences.

Accreditation for primary producers

If you produce, process or transport meat, eggs, dairy, seafood or horticulture (seed sprouts) in Queensland, then you may require an accreditation with Safe Food Production Queensland. An accreditation is required in order to legally sell or supply your product(s) in Queensland. This includes business which are involved in the following activities:

  • Handling of an animal at a place where the animal is killed for meat
  • Processing meat or smallgoods intended for human consumption
  • Handling, packaging or storing meat or a meat product
  • Transporting meat obtained from an animal, at any stage from a place where the animal is killed to a retailer of the meat
  • Transporting meat obtained from an animal, at any stage from a place where the animal is killed to premises where meat from the animal is processed to produce smallgoods, a pet meat product or rendered product
  • Retail sales of pre-packaged meat or a pre-packaged meat product if the package is sold opened
  • Retail sales of meat and a meat product from the following:
    • meat retail premises
    • a meat retail vehicle
