Apply for funding

The Queensland Rural and Industry Development Authority (QRIDA) is responsible for administering the end-to-end funding component of the Resilient Homes Fund (for Resilient Retrofit and Home Raise). This covers from the time you apply for funding via the QRIDA portal, through to distributing payments to licensed contractors and reimbursements to homeowners.

Funding is administered in accordance with Schedule 44 of the Rural and Regional Adjustment Regulation 2011.

The funding process

The following is a high-level overview of the funding process, from when you submit your funding application online via the QRIDA portal through to payments being made to the licensed contractor.

If your works are completed and you’re seeking reimbursement, refer to the apply for reimbursement process.

If your works are in progress (but not yet completed) or have not commenced, you will follow this process:

1. Homeowner lodges funding application via the QRIDA portal (with Home Assessment Report, quote, insurance settlement details and other supporting documentation).
2. QRIDA reviews application to assess eligibility for the relevant Resilient Homes Fund program and to ensure all required information has been provided.
3. QRIDA forwards scope of works and quotes to the RHF to complete a Value for Money assessment.
4. If further clarification is required to complete the Value for Money assessment, the RHF will contact the homeowner or licensed contractor to discuss.
5. QRIDA issues the homeowner with a Certificate of Conditional Approval.
6. Homeowner enters into a building contract with licensed contractor.
7. Homeowner submits building contract via the QRIDA portal.
8. Homeowner receives Letter of Offer from QRIDA.
9. Homeowner signs and returns the Letter of Offer via the QRIDA portal.
10. Works can commence.
11. Homeowner receives the first invoice from the licensed contractor and submits this, along with the signed Letter of Offer and Milestone Payment Form (which the homeowner will receive with the Letter of Offer) via the QRIDA portal.
12. Homeowner submits additional Milestone Payment Forms, along with the relevant invoice/s, at each subsequent completed milestone in order for the licensed contractor to be paid. By submitting these forms, you agree that the works for that milestone have been completed in full by the licensed contractor.
13. Once the full scope of works is completed, the homeowner submits a final Milestone Payment Form together with all required certifications and documentation to QRIDA. Before final payment is released, the Resilient Homes Fund may attend the home to undertake an inspection of completed works. The Resilient Homes Fund will provide a summary of the works approved and completed through the Fund.

Preparing your application

You can apply for funding after receiving a Home Assessment Report and obtaining a quote for works from a licensed contractor.

What you need to apply for funding

• A MyGovID account
• Access to the Google Chrome browser on a desktop (not a tablet or smartphone) for best results before starting your application

For identification purposes, if you do not have a verified MyGovID account:

• A copy of a valid and current driver licence or adult proof of age card (both sides must be visible and can be from any Australian state or territory); or
• A copy of a valid passport (international passports are acceptable); or
• A copy of a Medicare card.

For applicants that are not individuals, at least one of the above items is to be provided for a principal or authorised person (e.g. company director, trustee).

• Evidence of home ownership including a rates notice, utility or electricity account.
• A copy of the Home Assessment Report issued by the Resilient Homes Fund.
• Evidence of the outcome of any relevant insurance claims in connection with the home (e.g. accepted with repairs, cash settlement, claim rejected).
• For works yet to commence:
• A proposed scope of works outlining the identified options from the Home Assessment Report.
• A quote from a licensed contractor to complete the eligible works.
• If raising, or demolishing and rebuilding or relocating your home, please provide confirmation of the height of the home following the works (e.g. building plans, quotes or other documentation confirming the height of the raised, rebuilt or relocated floors). This will ensure that your home is at or above both the assessed flood level and 2021-2022 flood event level, which is a required outcome to be eligible for funding under the Resilient Homes Fund.
• For resilience works in progress:
  • A copy of the quote or contract (entered into after one of the four eligible flooding events).

Applications for Hardship Certificates must be submitted at the same time that you lodge your funding applications through QRIDA. Hardship applications will need to be submitted directly to RHF-HardshipRequests@epw.qld.gov.au. If approved, the Resilient Homes Fund will provide a copy of the Hardship Certificate to both yourself and QRIDA.

Apply for reimbursement for completed works

You can apply for reimbursement of eligible completed resilience works that you have already paid for.

If your resilience works are in progress, follow the standard funding process.

For reimbursement to be considered, you must:

• meet the four preliminary eligibility criteria
• be registered for the Fund (registrations of interest are now closed)
• have a home assessment undertaken - during your home assessment, you may be asked to provide proof of inundation if this is no longer evident (e.g. photos) and inform the assessor you are seeking reimbursement for completed works.

In addition, eligible works:

• must be constructed in line with the Industry Guidance for Flood Resilient Homes (PDF, 14.3 MB)
• must meet program requirements including increasing future resilience
• must comply with relevant building codes, regulations, and local planning scheme requirements
• must include a Queensland Home Warranty Scheme policy if there is building work valued at more than $3,300 (including cost of materials, labour and GST)
• will be subject to a scope check and Value for Money assessment.

Once you receive your Home Assessment Report, you can apply for reimbursement through the QRIDA portal.

Include the following with your application:

• A copy of the invoice for eligible resilience works
• A copy of the quote or contract (entered into after one of the four eligible flooding events).
• Evidence of any payments already made to licensed contractors.
• Evidence of the outcome of any relevant insurance claims in connection with the home (e.g. accepted with repairs, cash settlement, claim rejected).

Applications for reimbursement will be considered on a case-by-case basis.

Application assessment process

Once you have submitted your completed application, including all documentation, through the QRIDA portal, QRIDA will work with the Resilient Homes Fund to determine eligibility requirements are met and the quote offers value for money.

You have until 1 December 2025 to submit your funding application. Applications will be assessed in the order they are received until all funds have been exhausted or the fund closes to applications on 30 June 2026.

QRIDA will assess applications under the Resilient Homes Assistance Scheme Guidelines, and this includes assessing:

• the applicant is the owner
• the works are eligible works
• the home is an eligible home
• the Home Assessment Report says the works are suitable to be carried out for the home
• the amount of financial assistance applied for, including if the applicant holds a Hardship Certificate
• whether a Value for Money certificate has been provided by the Department of Housing, Local Government, Planning and Public Works (formerly the Department of Energy and Public Works).

QRIDA technical guidance

In the QRIDA portal, you can save your application as a draft. Each time you navigate between pages in the application by clicking the ‘Next’ or ‘Previous’ buttons, the information you’ve input will be saved.

To resume the application, log into the online portal and select ‘Applications’ on the navigation bar at the top of the screen. Select the 'Edit’ button on the draft application to resume editing.

You can check back at any time to see the status of your application. You will need the email address and password you used to create your account to log back in. Alternatively, if you logged in via MyGovID, you will need to use the same MyGovID credentials to log back in.

Making changes to your submitted QRIDA application

Once an application is made you will need to notify QRIDA if there are changes to any of the following:

• the licensed contractors who are carrying out the works; or
• the scope of the eligible works under the approved contract (see information about variations); or
• the costs of carrying out the eligible works under the approved contract.

Where possible, you should advise QRIDA via the online portal. You can also notify them in writing by email or mail. QRIDA will advise the Resilient Homes Fund team.
