Environmental offset framework

The Queensland Environmental Offsets Policy Version 1.7 came into effect on 9 August 2019 to correct minor administrative errors and omissions, clarify the intent of particular provisions, and reflect consequential amendments to the Environmental Offsets Act 2014 resulting from the Nature Conservation (Special Wildlife Reserve) and Other Legislation Amendment Act 2019. This replaces the Queensland Environmental Offsets Policy Version 1.6. Note that the current version of the policy continues to reflect the amended vegetation management laws which commenced on 9 May 2018 reinstating protection of essential habitat for near threatened wildlife. These changes may affect offset requirements for certain types of development assessable under State Code 16 (Native Vegetation Clearing) of the State development assessment provisions, which impacts on essential habitat for near-threatened wildlife.

A range of measures are in place to protect koala populations in South East Queensland. One of the major safeguards is requiring community infrastructure projects to offset any loss of koala habitat—required under the State Government Supported Infrastructure Koala Conservation Policy (CI Policy) (PDF, 220KB). The CI Policy is applied to the planning and delivery of all Queensland Government supported infrastructure activities within the South East Queensland Koala Protection Area (SEQKPA) that is not otherwise regulated or exempt development.
