Springsure Creek coal mine project

Project summary
The proponent for the Springsure Creek Coal Mine Project is Springsure Creek Coal Pty Ltd, a wholly owned subsidiary of Bandanna Energy Limited. The project would involve the development of a greenfield underground coal mine, producing up to 11 million tonnes of thermal coal per year. The project is located approximately 47 kilometres south-east of Emerald, in Central Queensland. The mining operations and associated infrastructure would be located on mining lease application (MLA) 70486, which covers 10,736 hectares.
The Springsure Creek Coal Mine Project would include an underground mine, associated mining activities and mining infrastructure but not the transport and infrastructure corridor or the train load out facility. The transport and infrastructure corridor and train load out facility are being assessed separately.
The project would be located on and below land currently used for cropping. The project area is within the western cropping zone, central protection area of the Strategic Cropping Land (SCL) trigger area. Assessment of the project is proceeding on the basis that the resource activities related to the project are excluded (with some limitations) from the permanent impact restriction applying under section 289 of the Strategic Cropping Land Act 2011.
The mine would employ a peak workforce of approximately 350 people during construction, 585 during operation and 40 during decommissioning.
Queensland assessment process
Environmental Protection Act 1994
The Springsure Creek Coal Mine Project was assessed using the environmental impact statement (EIS) process under Chapter 3 of the Environmental Protection Act 1994 (EP Act).
The EIS assessment report was issued to Springsure Creek Coal Pty Ltd on 7 November 2013 in accordance with section 60 of the EP Act. The EIS process under Chapter 3 of the EP Act is now completed.
Commonwealth assessment process
Environment Protection and Biodiversity Conservation Act 1999
The proposed project was determined to be a controlled action under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999; however, the project was not assessed under the bilateral agreement between the Commonwealth and Queensland.
