Conditional registration explained

Conditional registration is for non-standard vehicles that do not meet registration requirements but have a genuine need for limited road access.

Conditional registration:

  • gives you limited access to Queensland roads
  • gives you the protection of compulsory third party (CTP) insurance in the event of a crash causing personal injury
  • determines the conditions for use to ensure safe operation of the vehicle.

Conditionally registered vehicles are subject to strict operating conditions as follows.

Non-Complying Vehicle Catalogue

Use the non-complying vehicle information sheets to find approved non-standard vehicles that are eligible for conditional registration. These include agricultural, construction and recreational vehicles that do not meet standard registration requirements. For example, forklifts, tractors, graders and harvesters.

Vehicles that comply with normal registration requirements are not eligible for conditional registration, such as truck-based mobile machinery and cranes.

When you need to conditionally register your non-standard vehicle

If the vehicle is only used on private property, you do not require conditional registration.

If the vehicle is being driven on a road, you must conditionally register the vehicle and comply with the conditions in the catalogue and guideline.

Definition of a road

Under Queensland law, a road includes:

  • shopping centre car parks
  • railway crossings
  • areas open to the public for use as a road
  • road-related areas (for example, footpaths and nature strips).

If you are unsure whether you will be operating the vehicle on a road, you should seek legal advice.

Road access categories

Conditional registration permits 3 levels of road access:

  • limited access: restricted to worksites and designated areas
  • zone access: travel allowed for 20km, 40km or 80km within specific zones
  • unrestricted access: unrestricted road access with specific conditions, for example, operating times.

How to apply for conditional registration

Before applying

Before you apply for conditional registration:

  1. check the conditions that apply to your vehicle type in the Non-Complying Vehicle information sheets for agriculture, construction and recreation
  2. refer to the Safe Movement Guideline for specific on-road use requirements to make sure these meet your requirements.

To register your vehicle

Quad bikes and utility off-road vehicles

Mandatory helmet requirements

For quad bike and utility off-road vehicles, riders and passengers must wear an approved motorcycle helmet when operating on roads. Non-compliance results in fines, demerit points, and potential double demerit points for repeat offenders.

However, drivers and passengers of utility off-road vehicles under condition code LO3 are exempt if the vehicle has factory-fitted seatbelts and a roll-over protection system.

Passengers

Children under 8 years old cannot be carried as passengers. Passengers must be able to sit with their feet flat on the floor and hands on handholds.

Inspection and safety certificate

You do not require a certificate of inspection (COI) or safety certificate to conditionally register a vehicle.

Changing or transferring registration

Changes to registration

Use the conditional vehicle change of vehicle particulars notification form (F4100) to update details. Changes may affect registration and CTP insurance costs.

Transferring registration

Complete the conditional vehicle registration transfer application (F4101) within 14 days of purchase.

Insurance

In Queensland, CTP insurance covers personal injury to third parties but not property damage (including damage to other vehicles). For more information on CTP insurance visit the Motor Accident Insurance Commission website.
