Home quarantine for domestic travellers

Queensland has reached 70% double-dose vaccination. As per our plan for Queensland’s borders, eligible domestic travellers may now enter Queensland from a hotspot and quarantine at home

Eligibility criteria

If you have been in a declared COVID-19 hotspot in the past 14 days you may travel to Queensland provided you:

  • are fully vaccinated against COVID-19, and have proof of vaccination or proof of a medical contraindication that prevents you from being vaccinated. You are fully vaccinated if it’s been at least 2 weeks since you received your second dose of the COVID-19 vaccine
  • arrive by air to any Queensland airport, including one transit via Brisbane
  • get tested and receive a negative COVID-19 test result within the 72 hours prior to arrival in Queensland
  • undertake 14 days home quarantine
  • have a suitable private residence that you are able to quarantine in for 14 days. A suitable residence:
    • has no shared common access areas. For example, a townhouse with its own front door, an apartment or unit access directly without having to use enclosed shared or common areas would be suitable. An apartment accessed via shared enclosed areas such as foyers, stairwells or lifts would not be suitable.
    • is not a hotel room, house boat or caravan, motorhome or caravan park cabin
    • is within a 2-hour drive from your final airport of arrival into Queensland
  • travel from the airport to your nominated quarantine residence by private transport, contactless car hire or prearranged/pre-booked endorsed transport provider
  • agree to get a COVID-19 PCR test, on days 1, 5 and 12 of your quarantine period.

It is critical that you confirm electricity supply is available at your nominated quarantine residence, prior to travelling to the premise. You can check the supply status with your electricity retailer and, with adequate notice, Ergon Network / Energex can attempt to arrange re-connection prior to your arrival at the premise.

Applying for home quarantine

If you meet the above criteria and requirements for home quarantine, you should:

  • check flight availability. You will need to be able to arrive in Queensland within 72 hours of getting tested and receiving a negative COVID-19 PCR test result. If you book your flights before receiving your negative test result, you should check the terms and conditions on the ticket in case you are unable to fly
  • get a COVID-19 PCR test within 72 hours of your scheduled arrival time in Queensland. You may need to pay for the test
  • wait for your negative test result
  • apply for a Queensland Border Declaration Pass. If you’ve already applied, you’ll receive an email with a link allowing you to cancel your previous application and reapply. Supporting documentation you’ll need for your application is listed below
  • receive your Queensland Border Declaration Pass
  • arrange private transport, a contactless hire car or endorsed transport provider.

Supporting documentation

As you complete your Queensland Border Declaration Pass application – and once it has been verified that, based on your answers, you qualify for home quarantine – you’ll need to upload or confirm:

  • proof of identity (e.g. drivers licence, Medicare card, passport)
  • evidence of being fully vaccinated, or a medical certificate from a registered medical practitioner verifying a medical exemption from vaccination
  • flight itinerary, detailing the date and time of arrival to your final destination in Queensland
  • evidence of having undertaken and received a negative COVID-19 PCR test result within 72 hours of arrival into Queensland.

Travel from the airport to your quarantine residence

When you arrive at your final airport, you must move as quickly as possible from the airport arrivals area to your pre-arranged permitted transport.

Permitted transport includes:

  • a private vehicle. A person who is going to be quarantining with you can pick you up, or you can arrange for someone to leave a car at the airport for you to collect and drive to your nominated quarantine residence
  • a hire car, arranged and picked-up in a contactless way
  • a pre-arranged/pre-booked endorsed transport provider.

You cannot travel by:

  • a taxi, rideshare or limousine that’s not an endorsed transport provider
  • public transport
  • airport transfer services like shuttle buses.

There are restrictions to ferries.

You need to drive directly from the airport to your nominated quarantine residence.

Requirements during home quarantine

You must agree to participate in the home quarantine check-in service.

You should try to make sure your private residence is fully stocked with food, medical and other supplies. However, in the event additional supplies are required, home delivery is permitted but there must be no contact between you and the delivery driver.

Other household members and quarantine

You must also let other household members staying at the private residence where you plan to quarantine know about what rules they need to follow during your quarantine.

Any person staying at the private residence during the quarantine period should understand they are required to quarantine, and any person 16 years of age or older is required to have received at least one dose of the COVID-19 vaccine.

During home quarantine, you can:

  • go into your garden or courtyard if you live in a house
  • go onto your balcony if you live in an apartment.

You can only leave your residence, wearing a mask, to:

  • get essential medical care
  • get a COVID-19 test if you develop symptoms, or if a member of the household becomes a positive case
  • follow a direction given by an emergency officer.

You may leave your residence in an emergency, to avoid injury or illness, or to escape a risk of harm (for example, escaping risk of harm related to domestic and family violence).

During home quarantine, you cannot:

  • leave your premises to go to work or go to the shops, or for any reason other than those outlined above
  • use any shared facilities at your apartment complex such as pools or gyms.

You cannot let anyone into your nominated premises, unless they:

  • usually live with you, and will be quarantining with you
  • are required to enter in an emergency.

If a minor is quarantining with a returned traveller, and would usually sometimes reside at a second premises as part of a shared parenting arrangement, they can move by private transport to the second premises provided they’ve had a negative COVID-19 PCR test in the 24 hours prior to moving.

Find out what support, health and wellbeing is available for you while you complete your quarantine at home.

While in quarantine, Queensland Health and the Queensland Government COVID team will call and SMS you, to check that you are adhering to your quarantine requirements and to check on your health and wellbeing. These calls may come from a private number, so we encourage you to answer it as soon as possible.

How do I get approval to home quarantine?

You will need to apply for a border pass.

This border pass should be issued automatically once it is validly completed.

If I do not have access to a computer, how do I get assistance to complete my border pass?

If you need assistance, please contact 134 COVID (134 268).

Alternatively, anyone who needs assistance to complete their online border pass application could also seek assistance at a local library or somewhere similar.

What do I need to provide to be eligible for home quarantine?

  • Proof of a negative test taken within 72 hours of your scheduled arrival time (a screenshot of the text advising you of your negative result is sufficient)
  • Details of your flight
  • Proof of identity
  • Evidence of you being fully vaccinated, or a medical certificate from a registered medical practitioner verifying a medical exemption from vaccination

What is suitable evidence of a negative COVID-19 PCR test?

Suitable evidence includes a screen shot of a text message from a COVID-19 PCR test laboratory or pathology provider stating:

  • when the sample was collected
  • that the test result was negative
  • date and time the text message was sent to the person
  • mobile phone number or pathology provider the message was sent from.

How can I show evidence that I have a medical condition which prevents me from receiving a COVID-19 vaccination?

You must have a recognised medical contraindication which is certified by way of an Australian Immunisation Register immunisation medical exemption form completed by an eligible health professional. Can I charter a flight to enter Queensland as a domestic traveller?

No. To be eligible to enter Queensland as a domestic traveller, you must enter Queensland on a commercial flight. A chartered flight is not considered a commercial flight.

What airport can I arrive at?

You are permitted to fly directly into any Queensland airport. If you need to transit prior to reaching your final location you must transit via Brisbane airport.

The airport you arrive at must be within a two hour drive of your home quarantine residence.

Once I arrive in Queensland, how do I get to the place I am home quarantining?

Once you get to the airport you are permitted to travel to the place you are home quarantining via:

  • Private vehicle. A person who is going to be quarantining with you can pick you up, or you can arrange for someone to leave a car at the airport for you to collect and drive to your nominated quarantine residence
  • A hire care, arranged and picked up in a contactless way
  • A pre-arranged/pre-booked endorsed transport provider

You cannot travel by:

  • a taxi, rideshare or limousine that’s not an endorsed transport provider
  • public transport
  • airport transfer services like shuttle buses
  • boat or water taxi

There are restrictions to ferries.

What is an endorsed transport provider?

Endorsed transport providers are authorised by the Department of Transport and Main Roads to transport people who are quarantining from the airport to the premises they are quarantining at.

These providers have special standards of infection control that they need to comply with to prevent being infected with COVID-19 and passing it on to other Queenslanders.

You will need to pre-book an endorsed transport provider. A list of the current endorsed transport providers and their contact details is available here.

Why can’t I just get a taxi from the airport straight to my home quarantine residence?

Thanks to the hard work of Queenslanders, our vaccination numbers are ensuring we very well protected against the threat of COVID-19.

However, people who are coming into Queensland to home quarantine are coming from domestic hotspots, where the virus is running rampant.

We don’t want to risk people getting infected and passing it on just as we are getting so close to hitting 80% double dose.

While this might be inconvenient for some people, it is an important safeguard against the virus taking hold in Queensland, before our community is appropriately protected.

Can I use a ferry when travelling from the airport to my nominated quarantine residence?

If you are travelling from the airport to your nominated quarantine residence to enter home quarantine, you:

  • can use a ferry that is considered a vehicle barge provided you stay inside your vehicle for the entire trip, and the ticketing process is contactless
  • cannot use a public ferry, passenger only ferry or exit your vehicle if using a vehicle barge ferry.

Note you also cannot use a boat or water taxi.

Can I home quarantine in a granny flat, etc?

A facility like a granny flat that is located on a private property would be appropriate for home quarantine, as long as it is separate from other parts of the residence and has no common use facilities, such as shared laundry, or shared entry.

If I don’t have a suitable residence, can I rent an Airbnb™?

Yes you can, so long as the Airbnb™ or other type of short term rental accommodation meets the eligibility criteria for home quarantine suitability.

If I am quarantining at home and my family live there, do they have to quarantine as well?

Yes, they will also have to quarantine. They will not be permitted to leave the residence for the period during which quarantine is being undertaken.

However, you will only be permitted to home quarantine at a residence if other household members 16 years old or older have received at least one dose of the vaccine.

Where should I go to get my COVID-19 test during my period of home quarantine?

If you need to get tested, try and locate your nearest drive through testing clinic. If there is no drive through clinic nearby, home quarantine participants should go to their nearest testing clinic.

While waiting for the test you should wear a mask and maintain social distance. You must travel directly to the testing clinic and directly home once the test has been completed.
