Isaac Downs Project

Project description

STANMORE IP SOUTH PTY LTD (IP South), a wholly owned subsidiary of STANMORE COAL LIMITED (Stanmore) proposes to develop the Isaac Downs Project in the Bowen Basin coal field, located approximately 145 kilometres south-west of Mackay and 10 kilometres south-east of Moranbah, Queensland. The proposed project is within an area of approximately 2,366 hectares, covered by EPC 755, EPC 728, MDL 137, EPC 548. Mining lease applications have been made for the project. A portion of the mine pit would be located on the floodplain of the Isaac River, within the Fitzroy River basin. A levee will be progressively constructed during operations to protect the open cut mining operations from flood inundation.

IP South propose to develop an open cut metallurgical (steel making) coal mine and associated infrastructure to mine an approximate total of 35 million tonnes of coal over 16 years. IP South will, subject to agreement with STANMORE IP COAL PTY LTD (a separate subsidiary of Stanmore), utilise existing approved infrastructure at the adjacent Isaac Plains Mine for coal processing, rejects management, coal railing, power supply and water supply and management. The existing Isaac Plains Mine is located to the north of the proposed Isaac Downs Project, across the Peak Downs Highway.

Construction of the mine is proposed to commence in early 2021, with mining operations commencing mid-2021. Approximately 250 people will be employed during the construction phase, and approximately 300 people will be employed during the operations phase. The equipment being used for mining activities at Isaac Plains Mine and a similar workforce is planned to be transitioned to the proposed Isaac Downs Project.

Environmental Protection Act 1994 (Queensland)

On 5 April 2019, the Department of Environment and Science (DES) approved an application for the proponent to voluntarily prepare an Environmental Impact Statement (EIS) for the project under the Environmental Protection Act 1994 (EP Act).

Environment Protection and Biodiversity Conservation Act 1999 (Commonwealth)

On 14 May 2019, the Department of the Environment and Energy determined the proposed project to be a controlled action (EPBC 2019/8413) under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999. The controlling provisions are sections 18 and 18A (listed threatened species and communities), and 24D and 24E (water resources in relation to a large coal mining development). The project will be assessed under the Bilateral Agreement between the Commonwealth and the State of Queensland using the EIS prepared under the EP Act.

Public notification of draft terms of reference (TOR)

The process for the assessment of this project is as follows:

  1. Submission of draft TOR
  2. Public notification of draft TOR
  3. Final TOR issued - EIS in preparation
  4. Public notification of EIS
  5. Proponent responds to submissions
  6. EIS assessment report

The final TOR for the EIS was issued to the proponent on 1 October 2019. The proponent may submit an EIS to the department at any time up to 1 October 2021. After it has been decided the EIS can proceed, it will be made available for public review and the department’s chief executive will invite written submissions on the EIS from the public.
