Higher Level Skills
The Higher Level Skills program helps Queenslanders access subsidised training places in selected qualifications for:
- certificate IV
- diplomas
- advanced diplomas
- priority skill sets.
Registered training organisations (RTOs) must apply to become a Skills Assure supplier (SAS) to deliver training under the Higher Level Skills program. Once approved, the RTO will be listed on the Queensland Skills Gateway as an approved SAS.
Funding under the program is fully contestable, allowing Queenslanders to choose their preferred SAS.

Qualifications and subsidy levels
The Queensland Skills Gateway lists the qualifications funded under the Higher Level Skills program and the subsidy levels. Subsidy levels vary for concessional and non-concessional students.
Who receives the subsidy?
The subsidy is paid directly to the SAS on behalf of the student once training is delivered and reported.
Under the program, students are expected to a pay co-contribution fee. The co-contribution fee amount is set by the SAS. The co-contribution fee may be paid on behalf of the student by their employer or another third party, but not by the SAS.
If the SAS and qualification have been approved by the Australian Government, a VET Student Loan may be available to cover all or part of the cost of the co-contribution for a diploma or advanced diploma level qualification.
Skills Assure supplier requirements
Skills Assure suppliers must meet a number of performance standards if they wish to participate and maintain their SAS status. Refer to the SAS Policy and SAS Agreement for more information.
SAS are measured on successful training completions and whether the training resulted in an employment benefit such as securing a job or career advancement, or transition to university for further education.
