Register a residential service
All residential service providers must apply for registration.
An individual or corporation can register as the service provider for a residential service. Separate application forms are needed when registering more than 1 service.
The service and the person providing the service must be registered.
Penalties up to $22,000 apply to an individual failing to register their service.
Penalties up to $110,000 apply to a corporation failing to register their service.
Eligibility
To register your residential service, you must:
- be at least 18 years old
- not have been declared bankrupt, or been convicted of a disqualifying offence within the last 5 years.
Corporations are only eligible if they have not gone into receivership or liquidation, had an executive declare bankruptcy, or been convicted of a disqualifying offence within the last 5 years.
Apply for registration
Once you register your residential service you do not have to renew it.
To apply:
- complete Residential Services Form 1 and notes—Application for registration of a residential service (PDF, 831KB)
- attach a copy of your building compliance notice (under the Queensland Development Code—MP 5.7) issued within the last 12 months by your local council
- attach a copy of the Fire Safety Management Plan for the premises
- attach a certified copy of proof of identification (i.e. a birth certificate, driver licence, passport) for each provider and associate involved with the residential service
- pay the registration fee of $261.20
- pay the criminal history check fee of $35.90 (for each person applying).
Sending certified documents
To certify your proof of identification document, take the original and a photocopy to a justice of the peace, Commissioner for Declarations, solicitor or barrister. They will stamp and/or sign the photocopy to make it a certified copy for your application.
Processing time
Applications for registration will be processed in 4-6 weeks. It may take longer if we need to contact you for missing information or fees.
Assessed registrations
Where an application is approved you will receive a certificate of registration. If a registration application is refused, you will be advised in writing of the outcome.
Reasons for an application not being approved will be provided.
If your application is approved:
- you must apply for accreditation within 6 months
- the residential service name will be listed on a register for public viewing.
Appealing the decision
If you disagree with the registration decision, you have 28 days to apply to the Residential Services Unit for a review of the decision.

If you disagree with the review decision, you can apply for a hearing with the Queensland Civil and Administrative Tribunal.
