Eligibility and applications
Kindergarten services
To access funding under the Queensland Kindergarten Funding Scheme (QKFS) kindergarten services (including limited hours care services) must:
- not be eligible for Child Care Benefit payments on behalf of eligible families for the duration of the kindergarten program
- hold a current service approval under the Education and Care Services National Law (Queensland) Act 2011 (PDF, 604KB) or a current Queensland licence for a Centre Based Child Care Service under the Queensland Child Care Act 2002 (PDF, 819KB)
- hold appropriate public liability insurance of at least $10 million
- offer an approved kindergarten program
- have in place a fee structure that demonstrates that cost is not a barrier to access
- be a member of a central governing body.
Longstanding community kindergarten services, known as legacy services, are eligible for a guaranteed minimum level of funding under QKFS based on their past entitlement.

Long day care services
To access funding under the Queensland Kindergarten Funding Scheme long day care services must:
- be approved to receive Child Care Benefit payments on behalf of eligible families
- hold a current service approval under the Education and Care Services National Law (Queensland) Act 2011 (PDF, 604KB)
- hold appropriate public liability insurance of at least $10 million
- offer an approved kindergarten program
- have in place a fee structure that demonstrates that cost is not a barrier to access
- enter into a service agreement with the Department of Education, Training and Employment.
