$2 Million Review

The $2 Million Review process analyses ICT products and services purchases where the total expenditure exceeds $2 million (including GST) or is considered high risk.

It helps us get maximum value from our investment in ICT by improving procurement practices across agencies.

For industry

As part of the $2 Million Review process, we usually seek input from ICT industry experts to help us understand how industry is placed to meet our needs.

We are currently reviewing the best way to re-engage industry in this process.

For government

The $2 Million Review process helps government agencies adequately define their business requirements, ensuring the ICT solution will meet their needs.

It also helps reduce investment risks and ensures appropriate procurement methods are selected.

The process at a glance

The steps below briefly show how the $2 Million Review works. The entire process usually takes 10–15 working days—however this depends on how complex the procurement requirements are.

1. Agency submits their Significant Procurement Plan to ICT Strategic Sourcing for advice.

The ICT Strategic Sourcing review focuses on the following areas:

  • scope of the intended purchase
  • business requirements and proposed solution options
  • procurement approach and schedule
  • market structure, analysis and identified capability
  • issues and risks associated with the procurement and/or ICT purchase
  • commercialisation and intellectual property requirements
  • tender evaluation process
  • communication strategy for industry.

2.  ICT procurement brief

The agency completes an ICT procurement brief, which is sent to the $2 Million Review panel through ICT Strategic Sourcing.

3.  Review Panel meeting

The nature and scope of the intended investment, as well as the proposed procurement approach, are discussed. The panel usually consists of representatives from ICT Strategic Sourcing, senior government procurement specialists, the relevant agency and ICT industry experts.

4.  Outcomes report

ICT Strategic Sourcing provides this report to the agency with written confirmation of the key issues and recommendations raised at the review panel meeting. The agency is to consider any identified issues and has the option to respond in writing to ICT Strategic Sourcing.

5.  Debrief meeting

ICT Strategic Sourcing facilitates a debrief meeting with agencies following the completion of their procurement process, to identify any issues or opportunities for improvement in the $2 Million Review process and the advice provided.
